This is from the HC MMPR site: Before a licence can be issued, your compliance with the site and physical security requirements under the MMPR and Health Canada Directive on Physical Security Requirements for Controlled Substances will be verified through a pre-licence inspection conducted by Health Canada.

In regards to to your question "Don't they need to show to HC that product will be produced per HC quality standards?" They absolutely do, but that isn't determined through the pre-license inspection. That is done with a later quality assurance inspection.
