Seems like a definition of what an "associate" is but that term does not apply to section 83 as the term associate is not in that section. Very similar to the definition section in us law. Just defining that term when used in the laws. So IMO the term "associate" is not mentioned in section 83 then it does not apply to section 83. The term "citizen " at the bottom if the page would as the term "citizen" is stated in section 83
