There has never been any credible sampling data posted for the Congress tailings. A tenth of an ounce of gold per ton is not believable for tailings - that would mean the old time miners were extremely inefficient, and typically they weren't. If they were that bad at gold recovery, the tailings would have been re-processed long ago.

And yes, the APP permit application requires extensive testing of the materials that are being permitted. The tailings will need to be analyzed by an Arizona licensed lab for a long list of metals, acid-base accounting, leachability, etc.

Joel has not even submitted the Aquifer Protection Permit application. There is a big misunderstanding here (and especially on that other board) - what Joel submitted last week, with a $2K check, is the Determination of Applicability. It is NOT the actual permit application.

The actual permit application requires months and sometimes years of preparation to put together. The ADEQ will want all of the tailings analysis, groundwater analysis (which means monitoring wells have to be installed), engineered plans for the processing, storm water plans, and so on. Joel will never do any of that - doing actual permitting cuts into his bottom line........ It is a joke to think that tailings processing is anywhere close, certainly not in 2014, and probably not in 2015 (assuming that Joel would actually pursue a permit).
