If you read half of the filing, it sounds like just trying to get the price up so that the share price would be more attractive and they could pay off debt and fund the company while the court cases continue. The filing still did sound positive that CIRC would win in court and be able to market and sell play energy. The second half of the filing is more scary. That is the potential to authorize another 100,000,000 shares, which would occur after the RS. That means with todays structure a dilution of another 100 BILLION shares. That is doom. IMO
