At this point in time Congress would approve anything regarding public health and safety. I know nothing is set yet, but if Ctix chose to pursue this route there is a strong chance they could make it happen in the current political climate.

I believe the market for humans is much more lucrative though and those government grants wouldn't make it any better. I was just pointing that out.
