That is highly unusual and esoteric ! Not at all a normal part of who benefits from shorting activity which is primarily the broker ! The actual shareholder gets nothing !

My guess is that the program to which you refer is fraught with unclear risks of taking out a short position. I wouldn't be surprised if the real owner would lose a high percentage of the loss if the stock went permanently in the sewer !
