I still would hold off making that kind of judgement until we get final production units. You still can't BUY a production Core M system to my knowledge and those are all likely pre-production systems. There could be driver issues or those may be engineering samples. In the really poor review you linked its running slower than the Pentum N3520 which I guess is possible since it has 4 cores vs. 2 but that is an Atom architecture chip so it seems off. It could also be that Cinebench is an outlier so it would be nice to see a full spectrum of benchmarks rather than the piecemeal results you linked.

The reasons for those results could indeed be throttling in very thin laptops but those results still look fishy. The Core i3 4020Y system is last generation and beats the alleged ASUS Core M model handily at Cinebench despite being inferior architecturaly AND Having an 11.5W TDP (6W SDP) and no turbo. It does have a 1.5GHZ clock vs. the 2GHZ max turbo as well . Final production units will ultimately tell the tale however.
