I think you made my point. He was able to go through his entire life without any kind of photo identification. He was lucky you had his birth certificate or else he wouldn't have been able to get his ID without a major hassle and an added expense that many people can't afford.

It shouldn't have to be that complicated just to cast your vote considering there have been virtually no cases of in person voting fraud.
