The answer is simple. If PEII produces oil in commercial and profitable quantities, FS has the option of selling the company or maintain ownership. If oil production level does not produce cash flow, FS must contnue diluting as long as he can to maintain his life style. Of course, stockholders hope for the former, rather than the latter , to occur.
