I have seen something similar before..What they might be doing is asking all those who have received shares for debt to convert the shares which is why you see so much dilution.Talking of UNGS of course..Once all that dilution is gone there is nothing impeading the way other than retail investors.Then the company can buy back small amounts at a cheap price then run a promo and raise awareness.
