It was announced. FINRA changed their rules a few years ago. Issuers are supposed to file with FINRA and give notice, well before the date of record, or they'll get hit with fines. Before, it was not uncommon to find out about it after the fact.

The vast majority of us, who are unable to monitor every tick of the markets, will rarely have a winning trade in Stinky Pinkyland.

A real shame is that some of these "companies" start out trying to do the business they claim to be in. But then they need some quick cash, and get hooked on Crack Pipe financing.
