This mail is without any doubt coming from the FDA (it says :...we...).
I also think it is the result of your initiative (perhaps you asked your doctor or a collegue to write to the FDA)... you yourself might be a doctor (philosophy, psychology or economics), but not in the relevant sciences.
Finally I think you would not be happy with a mail coming from the second in command.
