While the 28M warrants @ 25 cents works to keep the PPS below 25 cents, there is some good new associated with the low pps

If the 28M warrants were exercised when the pps was at 50 cents it would be like selling 20% of the O/S at 1/2 price.

If the pps stays below 25 cents for two more years, the warrants will expire worthless and that would be equivalent to a 20% stock buy back at zero cost.

BTW, I will vote for the R/S.
