This publication is important to me. Slightly afterward, Lightwave reported that they had delivered coupons to to microelectronics company for testing.

Shortly after that Lightwave reported that the coupons gave good results:

At the time, I believed the microelectronics customer was Intel because of the press coverage from the Intel IDF 2013 where Justin Rattner touted Silicon Photonics.

My take on the article is that it may have been an important milestone for the project since it was the coupling of Lightwave's chromophores (Perkinamines) with the highly developed polymers from Dow Corning.

I still don't understand the relationship between Dow Corning and Corning so it remains a mystery to me what role they played besides what is publicly known. Which is the more recent liscensing deal for their malachite chromophores and the placement of Joe Miller on Lightwave's board.
