That's a great question and I can't answer it better than Sisolak can.

Personally, I sense a pure power play in choosing to determine who receives permits, then sending them to the state--going first so to speak.

I can't see fiscal prudence. Had CC waited until the state rankings were released to request permit applications, all of the rejected CC candidates could have saved tons of money.

All candidates must fill out the state applications, which are more comprehensive, and pay state fees. The state vetting process is significantly greater than the County process.

I think they agreed in the end to select 3-4 backup candidates, after Sisolak's efforts.
