You are not missing something, I was.

(a) Tier 1 – Less than two thousand square feet;
(b) Tier 2 – Two thousand square feet to ten thousand square feet; and
(c) Tier 3 – Ten thousand square feet to thirty thousand square feet.

I incorrectly remembered tier 3 = 3,000 sq ft. 30,000 sq ft would be the max figure for tier 3.

so yes, my figures are wrong.
