Wrong, waste (General trash(MSW)/Construction Debri (C&D) in general has to be processed and is not received for free, YOU PAY at the FACILITY/Murf/Recycling Plant, it's not free, and the price has gone up drastically, due to higher diesel/fuel cost. The recycling facilities turn around and recycle it, and sell the recycleble goods for profit (Untreated wood, is used for mulch, big $$) Metal, CLEAN Dirt, cardboard, etc.
Versus
Vs's e-waste, you have to pay customers or whom ever is bringing it to you NOW. People have been scrapping PC's for a while, schools sell it now in online bids, check out bidsync, demandstar, and also other gov auctions. Others sell it for scrap metal and resale parts, and make decent money on it. Now local cities and counties changed the e-waste contractual agreements in most states, (RFP's/Bids), you have to pay the city/county/state an X amount of $ to compete against the other company competitive rates. Majorly, it's per pound and they use the ferrous metal index, with an estimate yearly LB amount. Or you would collected and provide the agency a scale ticket and you would offer an X amount of a percentage rate. I had 6 contracts here, and both scenarios were used in each contract. The Birmingham or Atlanta exchange for the price within that month. It was a big thing regulation kicking in to enforce the proper disposal and processing steps, but it has been extremely difficult now to retain X amount of e-waste for free, since now your paying to collected it.
