There is a 6 month restriction on the purchase, since it was of course private placement, therefore I don't see any P&D-like behavior. There are many (including The Lieutenant) who have bought upwards of $3M in private stock of Baltia, and these individuals do not dump their shares, hence why the float is only 21% of the O/S.
