LOL there not 25K times 4 billion notes - If one were to hazard a guess it would be a distribution with a distribution more like the US dollar for instance. You see more of the smaller denominations and fewer of the larger denominations as the denominations increase in value. This is true with the vast majority of currencies which exist and the general norm.
