DD _ I may be wrong, but, that is an interesting question. It does not seem to me, to matter whether or not you have the certificates. There are billions of shares held by YA friends and convertible. They short them consistently, because it is a sure bet. FYI - Off shore brokers can actually access shares of NEOM to short. It is the only way to make money, trading this stock. IMO :)
