As of May 16, 2014:

Sky440 Prepares To File Annual Report To Regain Current Status On OTC Markets

The company had 1,567,922,087 common shares issued and outstanding.

The public float, those shares being held in street name, known as "CEDE", is 393,708,963 shares.

The total restricted shares are 818,427,996.

The total non-restricted shares (Real O/S) 749,494,091 ,including those in CEDE.

Other than management, who own approximately 52% of the common stock issued and outstanding, and whose stock is considered affiliate/control stock and is not available for resale, there are no other affiliates and/or control persons connected to the company.

The company has not issued any shares since early 2009.

Sky440 to Become a Full Reporting Company

There are 1,722,922,087 shares outstanding with 643,708,963 shares in the float.

Management owns more than 50% of the common stock.

The company has secured funding commitments through private transactions. As a result, the company is contractually prohibited from reversing the stock for a period of time following each tranche. Because of the low stock price, the company has been limiting the amount and frequency of the tranches, with the funds received going to acquisition and administrative costs, operations and payables.

Also, i'm wondering if SKYF becoming a Full Reporting Company, OTCQB, is still in the cards for 2014...
I wouldn't surprised to see a PR announcing it in the near future after being current, of course...
