You do realize they have a history of reverse splits - right? The most dramatic was this one:

Security Notes
Capital Change=shs decreased by 1 for 500,000 split Pay date=12/10/2008. This is reported on otcmarkets.com

As for raining preferred shares, why would preferred shareholders convert now - shares are anti dilutive and stock is at the lowest - .0001. Makes no sense to convert now. Wait until it gets bumped up a tick or two, or better yet - a reverse split.
