It's not USPR management's fault the RTC deal hasn't happened yet... It's not USPR management's fault if, if, the time frame is missed by the Ukrainians...

Is anything the fault of USPR's management?

Oh, and nobody is forcing USPR management to give time frames. They do so voluntarily. Here's a suggestion to them. Either actually live up to the time frames they voluntarily give, be conservative and add extra wiggle time so they have more time and perhaps beat the time frame they voluntarily give, or stop giving them.
