Really? That is from the SEC and it is quite specific, can you show me where the SEC doesnt agree? I can certainly find a FINRA Member that makes it very clear in his correspondence that the short volume for the OTC Markets is in fact meaningless due to high number of Riskless Principal transactions that occur here.
