First of all they have not developed nanoviricides. They talk about it so far and that's it. For almost a decade they have suggested that they have it and it cures all viruses.

They suggest that they will one day test this amazing miracle drug even going so far as to lie flat out about when the testing would start. More than once.

Motives? That's an easy one. That's always money.

Maybe they do have it. Maybe for some reason they are in no particular hurry to cure anyone and will eventually release this amazing product to the masses.

Or they will be a new episode on American Greed and we will get to see interviews in their new orange jump suits.
