As of July 1, 2014 Fidelity changed its internal policies so it no longer permits buying of securities with a Caveat Emptor designation. This is as per FINRA reg 09-05.
Fidelity told me that as soon as the Caveat Emptor is removed trading can resume.
I also asked a few friends that I know trade via Fidelity and they've told me Fidelity told them the same.
Matt will be releasing financials sometime this week, so trading via Fidelity, Scottrade and other brokerages with similar policies will resume when BCAP has a Limited symbol (won't even have to wait for Pink Current).
