The OTCBB.com web site is, as you said a reporting service operated by FINRA. However, the OTCBB exchange is a separate thing from the OTCBB.com web site.

There are three exchanges operated by OTC Markets, Inc., named OTC Pink, OTCQB and OTCQX.

The OTCBB exchange is the legacy "Over The Counter" exchange that pre-dates the existence of OTC Markets, Inc. (or its three exchanges). The OTCBB exchange, just like the OTCBB.com reporting web site, is currently operated by FINRA.

Some, although not many, stocks may still be only listed on the OTCBB exchange. However, most still listed on OTCBB are also listed one of the three exchanges provided by OTC Markets, Inc. When you display the information page for a stock in your brokerage account, it will probably show the dual listing if the stock has it. I know that E-trade does it that way anyway.

On E-trade, WAFR is listed like this:
COREWAFER INDS INC COM WAFR: OTC Pink - Current Information

So, you can clearly see that WAFR is only listed on the OTC Pink exchange, not on the OTCBB exchange. If you search for a ticker quote for WAFR on the OTCBB.com web site, it will give you the information on that stock. It also clearly shows that WAFR is traded on the OTCPK (aka: OTC Pink) exchange.

On E-trade, FNMA (ie: Fannie Mae) is listed like this:
FEDERAL NATL MTG ASSN COM FNMA: OTCBB - OTCQB

You can clearly see that FNMA is listed on BOTH the OTCBB exchange AND the OTCQB exchange. The OTCBB.com web site shows that FNMA is traded on the OTCBB exchange. It does not show that FNMA is also listed on the OTCQB exchange because of the bias toward the OTCBB exchange on the OTCBB.com (both operated by FINRA).

Of course, we largely don't care if a stock is offered through OTCBB, OTCQB or OTCQX as long as we can trade it when we want. This may be a larger issue for some if a stock is a dual exchange stock using OTCBB and OTC Pink because some people don't want to trade OTC Pink. If you are one of those people, don't depend on the OTCBB.com web site as your only source of information.
