Technically a split has zero effect on the valuation so I'm not following that reasoning. The target price with x shares stated by the underwriters is their target valuation of the company. If the underwriters think the valuation is twice what it is now that's the target valuation, a split has no impact on that. It only affects the per share price. That's how I understand it at least.
