The generators being tested will only run at 1800 or 1500 rpm. I know this from extensive experience with MEP generators.

All due respect to your extensive knowledge, but if you have a lookie-see at the specs for this generator at http://www.fidelitytech.com/wp-content/uploads/2012/10/3kW3.pdf, I think that you will see this line in the specs:

Engine: Diesel, single cylinder, 6.7 horsepower @ 3600 RPM, air-cooled

Perhaps things have changed since you gained your experience????
