Etrade charges a flat fee. No extra per share on pennies. If you are an active trader and make over 30 trades per quarter (which I think is a tiny amount) you get Platinum service which includes Pro and Market Trader. As far as this:

That has nothing to do with your broker. They all do that. It is T3 ruling. You must wait three days for the trade to clear before using those proceeds and then selling them. The way around it is to get a margin account. By having a margin account you don't have to worry about T3. But once you have a margin account, if you don't have 25k or more, you have to watch out for pattern day trading rules.
