Hemp is a plant, not a derivative (ie stalks and stems) of another plant, marijuana, that's my understanding. So I'm not sure why you think hemp is a product thats derived from the thc-rich marijuana plants. they are two entirely separate species.

It seems to me that you are saying hemp is a byproduct of thc-rich marijuana, if that's the case, then it's federally illegal.
