♦  March 31, 2014 SPACE and Tibbar Energy Announce Final St. Croix Government Approval to Construct 7-Megawatt Biogas Power Plant

WALNUT, Calif., March 31, 2014 /PRNewswire/ -- VIASPACE Inc. (OTCQB: VSPC) today announced that the St. Croix government has approved Tibbar Energy's permit to build a 7-megawatt biogas power plant on the island of St. Croix. The government approved the permit on Tuesday evening, March 25, 2014 during a meeting at the Virgin Islands Port Authority.

 

The final approval came from the Virgin Island Department on Planning and Natural Resources' Division of Coastal Zone Management (CMZ). The CMZ decision was the last step that Tibbar Energy needed in order to begin construction on its 7-megawatt biogas power plant which will supply electricity created from VIASPACE Giant King Grass to the Virgin Island Water and Power Authority (WAPA) for at least the next 25 years.

Tania Tomyn, Tibbar Energy CEO, stated, "Tibbar is thrilled about building its renewable energy plant on St. Croix. We will provide 7 megawatts of base load power for WAPA for the next 25 years from Giant King Grass grown on the island. Tibbar is required to begin producing power by December 2015 pursuant to the power purchase agreement. WAPA has no other base load renewable power source and Tibbar's project will allow WAPA to be compliant under the Renewable Portfolio Standard. Tibbar's general contractor will begin site work as early as May or June and the expected schedule is 18 months for both the farming operations and the biogas plant. The project should create more than 150 jobs during construction and 35 permanent jobs."

Mary Eckard, President of the St. Croix Chamber of Commerce, was quoted, "The St. Croix Chamber of Commerce is elated to hear of the creation of 150 construction jobs and 35 permanent jobs on the island of St. Croix at a time when our economy sorely needs jobs. We are also very excited and supportive of anything that can meaningfully and immediately reduce our cost of energy on the island of St. Croix."

Tibbar is also providing 1,000 bales of hay for the Virgin Island Department of Agriculture for small farmer's livestock throughout the territory. In addition to the electricity power production, the power plant design process will produce hundreds of tons of quality organic fertilizer per year. Tibbar has agreed to provide this organic fertilizer to the Department of Agriculture and to local farmers at no cost. Last July 2013, Tibbar executed with WAPA a 25 year Power Purchase Agreement with a 5 year extension option for $0.245/kwh and at the same time executed an interconnection agreement. The entire project is carbon neutral and represents the Caribbean's first continuously renewable, green energy, biomass power plant.

March 24, 2014 - Walnut, California - VIASPACE Inc. (OTCQB: VSPC) today announced that the company has signed a contract with Mesquite Lake Water and Power LLC to provide Giant King Grass for a biomass power plant and a companion advanced biofuels facility in Imperial, California.

Mesquite Lake Water and Power, LLC is a participating company in Mesquite Lake  Energy Park, LLC (ML Energy Park).

Mr. Rodney L. Williams, managing member of Mesquite  Lake, stated, "Our company is developing a biomass energy park in the fertile Imperial Valley of California.  We first purchased the closed 18 MW biomass power plant in Imperial, California. We plan to restart the power plant (ML Energy Park Plant #1) and fuel it with a combination of wood waste and Giant King Grass.  The power plant was damaged in the 2010 earthquake, but this damage will be repaired. The power plant is connected to the grid and was fully permitted and operational in 2010."

Williams continued, "Another part of the ML Energy Park will be the Mesquite Lake Cattle Manure Power Plant which is adjacent to Plant #1. This power plant is also closed at this time. It was designed to gasify cattle manure and produce 16 MW of electricity. We plan to convert this facility (Plant #2) to produce advanced biofuels using the dedicated energy crop Giant King Grass as the feedstock. Between the two plants, there is plenty of land for our energy park. We are connected to the grid and there is an adjacent natural gas pipeline. We are experienced in agriculture and have access to land to grow Giant King Grass. The Imperial Valley has ideal weather for Giant King Grass and there is plenty of water for irrigation. I am excited to see the development of this new dedicated energy crop in the Imperial Valley."

March 17, 2014 - Walnut, California - VIASPACE Inc. (OTCQB: VSPC) today announced that Giant King Grass has been released from the Hawaii Department of Agriculture Quarantine Plant Facility in Honolulu. Hawaii has the strictest plant import restrictions in the United States. Hawaii requires a 12 month quarantine to allow plant inspection officials to observe the plant. Giant King Grass was determined to be pest and disease free and was successfully released from quarantine on March 14, 2014. No further details were disclosed.

Previously, Giant King Grass was approved by the US Department of Agriculture for dissemination throughout the United States and the world. The US Department of Agriculture inspects all shipments of Giant King Grass to foreign countries and issues a phytosanitary certificate.

March 10, 2014 - Walnut, California - VIASPACE Inc. (OTCQB: VSPC) today announced that it has shipped 2,200 pounds of Giant King Grass planting stock to Pakistan under the contract signed with WINERGY Pakistan (Pvt.) Limited, who are the representatives of VIASPACE in Pakistan.  This consignment was airlifted in a temperature controlled container for establishing a propagation nursery in Karachi,  Pakistan. VIASPACE Director, Mr. Khurram Irshad, flew to Karachi to personally oversee the proper establishment and actual planting of this nursery site that will provide seedlings for commercial plantation of Giant King Grass for animal feed and biomass for power generation.

According to Mr. Irshad, "The immediate target is to prepare Giant King Grass plants for a 100 acre plantation by August 2014.  The first harvest of this crop is expected in November 2014, and this plantation will be used for animal feed. In the pipeline is a project of further planting for biomass feedstock."

Mr. Irshad met with farmers who require a high protein animal feed throughout the year.  He also met with the heads of industrial concerns who were excited to learn about using Giant King Grass in place of the agricultural waste that they are currently using for heat and power generation.

Mr. Irshad continued, "The prospective clients in Pakistan are closely following our developments there with the goal to partner into long term agreements with VIASPACE / Winergy Pakistan (Pvt.) Limited."

March 3, 2014 - Walnut, California - VIASPACE Inc. (OTCQB: VSPC) provided an update on the 7 MW Giant King Grass fueled anaerobic digestion power plant being developed by Tibbar Energy USVI, LLC on St. Croix, US Virgin Islands.Tibbar Energy presented their 7MW Biogas Project at a CZM (Coastal Zone Management) Public Hearing on February 27th requesting a CZM permit. The presentation was made by CEO Ms. Tania Tomyn who reported, "The public

support was overwhelming from local residents and businesses.  The island of St. Croix is about to see the first project of its kind with Tibbar's anaerobic digestion facility. We will produce lower cost, clean renewable power, create jobs, and develop a local organic fertilizer source that will be offered to local farmers.
  We will develop a 1,600 acre energy crop farming operation on the island using mainly Giant King Grass and some native local grasses, and we will use a treated effluent stream from Virgin Islands Waste Management Authority that is currently secondarily treated and discharged to the ocean for irrigation on half of our farms."

Tomyn continued, "Tibbar will also donate 1,000 round bales of hay to the Department of Agriculture for small farmer's livestock. Giant King Grass has grown extremely well on the island  of St. Croix since we planted the first nursery 19 months ago."

The CZM Committee has 30 days to approve Tibbar's permit application. Tibbar has all other permits, including Air, Earth Change, Pipelines, and Electrical duct, submitted, deemed complete and working through the process.  Last July 2013, Tibbar executed with WAPA (the local Government owned utility) a 25 year Power Purchase Agreement with 5 year option for $0.245/kwh and at the same time executed an interconnection agreement. The entire project is carbon neutral and will be the first fossil fuel independent base load power project on St. Croix.

"In addition to Tibbar's power production, we have added to our design a process that will allow Tibbar to produce hundreds of tons of quality organic fertilizer a year," Ms. Tomyn said. "After our crops receive what they need and we have given all the fertilizer we can away to small farmers on the island of St. Croix, we will have an excess that we will export. It's a win-win with a perfect harmony of environmental and economic benefits".

Last year, Professor Mary Nikola from the Rutgers University School of Environmental and Biological Sciences contacted me about a potential field trip for her class to visit the renewable energy project in St. Croix. Dr. Carl Kukkonen: CEO, Co-Founder


From its founding in 1998 Dr. Carl Kukkonen has led the VIASPACE team, serving as CEO of ViaSpace Technologies LLC, the predecessor of VIASPACE Inc., and serving as CEO today. ViaSpace Technologies incubated several companies based on technologies developed at the NASA Jet Propulsion Laboratory and patents and software licensed from Caltech.

Prior to founding VIASPACE Dr. Kukkonen was a Caltech employee, serving as Director of the Center for Space Microelectronics Technology (CSMT) and Manager of Supercomputing at the NASA Jet Propulsion Laboratory. At JPL from 1984 to 1998 he managed several technologies and technical subsidiaries. Dr. Kukkonen established and grew the CSMT into a 250-person operation with a $70M annual budget.

From 1977 to 1984 Dr. Kukkonen worked for the Ford Motor Company as Ford's leading expert on hydrogen as an alternative automotive fuel. As a Principal Research Engineer, he also led a team that developed Ford's first turbocharged intercooled direct injection diesel engine. Dr. Kukkonen received a BS in physics from the University of California at Davis. He earned a MS and Ph.D. in physics from Cornell University and was a post-doctoral fellow at Purdue. In 1992 Dr. Kukkonen was awarded the NASA Exceptional Achievement Medal.




Stephen J. Muzi: CFO and Treasurer


 

Mr. Stephen J. Muzi is responsible for all accounting, financial reporting, treasury and budgeting activities. He is also responsible for ensuring that proper internal financial controls exist and that procedures are in place to safeguard company assets. Mr. Muzi joined VIASPACE in 2000.

Prior to joining VIASPACE, Mr. Muzi was Corporate Controller of Southwest Water Company, a NASDAQ company with revenues in excess of $100 million. In this position, he was responsible for all SEC reporting requirements as well as Board of Director reporting. He managed the company's line of credit banking relationships, risk management program, internal audit program and income tax requirements. He also made presentations to investment brokers and analysts. Mr. Muzi was with Southwest Water Company from 1988 to 2000.

From 1985 to 1987, Mr. Muzi was a senior auditor with BDO Seidman, a national CPA firm. Mr. Muzi received his BS degree from Rochester Institute of Technology and an MBA from the State University of New York at Buffalo. He is a Certified Public Accountant.

Angelina Galiteva


 

Angelina Galiteva was appointed by California’s Governor Jerry Brown and subsequently approved by the State Senate to the California Independent System Operator Corporation Board of Governors. The Independent System Operator is responsible for the reliable operation of the electrical grid in the state of California and for the efficient integration of the 33% Renewable Portfolio Standard mandate.

Ms. Galiteva, is also a Principal at NEOptions, Inc., a renewable energy and new technology product design and project development firm. Her industry experience includes serving as Executive Director of the Los Angeles Department of Water and Power and head of its Green LA, Environmental Affairs and New Product Development Organization. While at the municipal utility, she was responsible for strategic positioning and the environmental compliance departments. Her career includes working with the California ISO and Power Exchange on their initial launches and she also worked as a power analyst for the New York Power Authority.

Ms. Galiteva graduated from Pace University School of Law with a Juris Doctor degree and an LL.M. degree in Environmental and Energy Law. She specialized in electric utility strategic policy analysis and decision making focusing on pending industry transition and integration of renewable energy technologies in the utility mix.

Ms. Galiteva works to advance the use of renewable energy and distributed energy technologies worldwide. In the non government organization (NGO) arena, she is the founder of the Renewables 100 Policy Institute and also serves as the Chairperson for the World Council for Renewable Energy. Both organizations are dedicated to the successful deployment of renewable energy technologies and the policies that support them on a global scale.


 



 

Kevin L. Schewe, MD, Chairman


 

Kevin L. Schewe, MD was appointed to the VIASPACE Board of Directors on January 19, 2012. Dr. Schewe is a Board-Certified Radiation Oncologist and a Fellow of the American College of Radiation Oncology. Dr. Schewe has devoted his 25-year medical career and practice in the fight against cancer. He currently serves as Medical Director of Radiation Oncology at the Red Rocks Medical Center in Golden, Colorado and also at the Thornton Cancer Center Department of Radiation Oncology in Thornton, Colorado. The two cancer centers are co-owned by Dr. Schewe and HealthONE, the Colorado Division of Hospital Corporation of America (HCA) which is the largest private operator of healthcare facilities in the world and listed on the New York Stock Exchange.

Dr. Schewe has also developed a premium line of skin care and cosmetic products that help to naturally heal, protect, repair and subsequently maintain not only the damaged skin of cancer patients, but also individuals who have experienced skin damage resulting from aging, dryness, UV exposure, other illnesses, and environmental pollution. Khurram Irshad


 

On August 1, 2013, the Board of Directors appointed Khurram Irshad to serve as a director of the Registrant. Since August 2010, Mr. Irshad has headed the consulting firm Amaanco, a company dealing with companies in agribusiness and enabling them to comply with US government regulations on Food safety under FSMA law. His other main emphasis since 2006 has been on developing projects based on renewable energy, primarily biomass. He is also the CEO and founder of Winergy Pakistan (Pvt.) Limited since August 2006. At Winergy, his efforts led to securing the concession to develop the world’s largest biogas plant based on 500,000 dairy animals at Landhi Cattle Colony, Karachi, Pakistan. He is credited for developing a 5 MW power project for Pakistan Navy in 2010-2011 to supply power and water to one of its bases. This was the first project of its kind whereby a private developer was awarded the power purchase agreement by the armed forces of Pakistan.

Mr. Irshad is also the Chairman and founder of Aquatech Infrastructures Limited since January 1996. Founded in 1996, within ten years, Aquatech became the leading water and wastewater treatment company in Pakistan. During this period, he developed the innovative process of recycling and reusing the wastewater of the textile processing industry, and was awarded a patent for his process in 2007. During this time, he was also the advisor on water resource management to Deputy Chairman Planning Commission, Government of Pakistan.

He received his MS in Industrial Management from State University of New York at Stony Brook in 1990. He worked in the banking sector and then headed the chemical and commodities division of the Japanese trading company, Itochu (Pakistan) a Fortune 500 company
.
