S.D.E. Energy Ltd. is a Tel Aviv, Israel manufacturer and marketer of Sea Wave Power Plants - utilizing sea wave energy to produce electricity economically, and in an environmentally-friendly manner claiming that their system can generate electricity for 2 cents per kWh -- nearly half of what coal or natural gas power plants can produce it for.Basically, the buoys are placed on a breakwater and they move up and down, according to the frequency of sea waves. The buoys' movement press a hydraulic liquid, which is regulated by systems that convert the energy to circular systems that operate an electric generator.The buoys, which make 10% of the system, are placed in the water, and the rest of the whole system, which makes 90%, is set on land with the option being located on up to 500 meters from sea shore. In the event of storms, the system is easily accessible for technical service. Additionlly, the buoys are neutralized and laid down on the jetty or the shore.

S.D.E.'s development and testing has been approved and partially financed by the Chief Scientist of Israel. Currently, the company is in late stage negotiations for the sale of power plants, with a projected value of several billion dollars. According to a company press release, S.D.E. recently began talks with Sri Lankan officials to construct and install a 200 MW power plant at an estimated cost of $130 million. How it Works

Shmuel Ovadia, Managing Director of SDE Energy, said: "Our system is built on one side of wave gatherers, which can also serve as breakers. It is composed of a system of channels of hydraulic oil, whereby the rise of the pistons creates pressure on the hydraulic oil. The hydraulic oil is accumulated in a pressurized container and is then directed toward a hydraulic motor. This energy turns an electrical generator, which produces electricity."

A method of using sea wave motion to generate hydraulic pressure, which is then transformed into electricity. The system takes advantage of the wave's speed, height, depth, rise and fall, and the flow beneath the approaching wave, thus producing energy more efficiently and cheaper than both other sea-wave and conventional technologies which require vast amounts of land space. The system has a potential to produce a net of 38kWh per meter of beachfront occupied (worldwide average).


Q. How does the wave interface portion adjust for tide level? 

Our system has a hydraulic mechanism that lifts and lowers the buoys automatically, according to a tide level of up to 5 meters.

Q. How does the wave interface portion couple to hydraulics securely in a violent environment? 

The method we offer is the best in the world and can withstand very high pressures. We have built 8 models in Jaffa port, near Tel Aviv, in sea environment of 8 meter waves.

Q. Would a tsunami destroy the installation? What about hurricane/cyclone storm surge? 

In the event of a tsunami/hurricane/cyclone, the buoys are lifted automatically and placed on their back near the beach, until the storm is over.

Q. What kind of opposition will the visual element create? How much will this limit installations? 

Our system is the only one in the world, in which the buoys are placed on the sea water level and they make only 10% of the whole complex. The rest 90% of the system – the generators, hydraulics and automation – is located on the beach in an approximate distance of 500 meters from sea front.

Q. How are you going to turn highly irregular wave action into a stable energy source? 

We use hydro-pneumatic batteries, which regulate the circular movement. The important thing is to keep the movement of the generator regular.

Manufacturing Cost

According to SDE:

Manufacturing cost for a 1MW system is from US$ 650K and production cost is the lowest in the market. The erection cost of a 1MW S.D.E. station is from $650,000 while a comparable station costs $1,500,000 from coal, $900,000 from natural gas, $1,500,000 from solar sources, and $3,000,000 from wind. Using S.D.E. technology, production of electricity is 2 cents, compared to 3 cents from coal, 3.5 cents from natural gas, 12 cents from solar energy (when is that without subsidies?), and 3.6 cents from wind.

WERPO’s technology is based on the utilization of sea waves to yield hydraulic pressure that produces electricity, while exploiting the full potential of wave speed, height, depth, rise and fall, and currents beneath the surface of the water.


WERPO’s unique technology is the best choice in renewable energy systems due to the high energy efficiency, lower cost for power generation and the fact that only 10% of the system is submerged in the water – this reduces the overall risk to the system and lowers maintenance costs substantially.


The system is made up of modular components which require little space on land and can be implemented in any terrain easily. This allows for quick implementation since the system can begin producing energy before the final construction stages.


Usually the system is stationed on wave breakers in no swimming, no fishing and no boating zones so that it does not interfere with the population’s enjoyment of a marine source. In addition the system can be connected to an existing power grid with only minor adjustments.

In the last few years we are witnessing a significant rise in demand for green and renewable energy systems. In light of global warming, desertification, typhoons, floods and other disasters, all around the world people have come to understand that we can no longer continue producing energy by contaminating the environment and that there's an urgent and essential need to develop sustainable alternatives.

Sea wave energy is the only solution left for China - solar energy has been proven as not economical and wind energy is not a possibility as weather conditions would damage the wind turbines severely. These same harsh weather conditions only benefit production of energy from sea waves, as higher waves store more energy.

The energy market has two elements - financial and ecological. Fuel prices have gone up in the past couple of years by about 1000% and OPEC countries are absorbing all the cash reserves. The results of this can be seen in the financial crises in Europe and the US, yet conventional power stations keep being erected to keep up with the high demand for power. Not only are these plants not aiding the economy they are detrimental to the environment. Fuel burning pollutes the air and the harmful effects of this are experienced in Chinaevery day. Therefore, to our knowledge, the government decided to cut down on fuel burning and dismantle 30% of the conventional power plants. However, this decision, without a proper recourse to supply the lost power will end up doing more harm as local businesses and the like will use private generators that have no filters and so harm the environment even more. This is why we believe introducing sea wave technology is the only solution left for China today. 

WERPO, having received the rights for all of SDE Ltd's technology, property, know-how, IP (patents and so on), contracts and subsidiaries, has thus taken control of SDE's endeavors in China. SDE's patent in China has been authorized this year, patent nu. ZL 200980000308.3 and this in addition to further work by SDE in China on a pilot project as part of a larger project with the Chinese government.

SDE shipped to China a second power plant producing electricity from sea waves, according to an agreement of $0.8M. A new agreement of $1.2M was signed under which SDE will construct two additional power plants of 500kW each. The power plant was built inIsrael except of the buoys that will be built in China by the local company owned by the partnership and the Chinese government as a main share holder. The power plant will be installed in Hainan Island, which is the biggest island in China, located 30 km fromGuangdong region. The power plant is capable of producing 150kW per hour comparing to the next power plant that will be installed on this island, producing 500kW per hour, which is already under construction in Israel.    

This 150 kW power plant would be the 12th power plant SDE is constructing in total, and the second one that will be installed in Chinawith local Chinese partners. The power plant was developed and engineered in an environmentally friendly manner, beside to the fact that electricity is produced without any Environmental pollution.

The Company also has a large module of its unique system in its factory in Israel that stimulates wave movement and electricity production using the hydro-pneumatic system.

Board of Directors

Yigal Shusteri shall act as the CEO. He was trained as an electrical engineer and has had previous experience managing a public company on the NASDAQ market. He is an active participant in the development of energy products around the world.

Advisory Committee
