(www.DotVN.com) (OTCBB:DTVI), an innovative Internet and Telecommunications Company and the exclusive online global domain name registrar for the Country of Vietnam, announced today that it has entered into a memorandum of understanding (MOU) with the Vietnam Internet Network Information Center (VNNIC), (www.VNNIC.vn/english), to assist it in developing an Internet policy and managing the ccTLD".LA" domain registration program for the country of Laos.

In accordance with the terms of the MOU, Dot VN and VNNIC will partner together to assist the Lao People's Democratic Republic to establish the Laotian National Internet Committee (LANIC) to support the development and growth of the Laotian country code Top Level Domain (ccTLD) ".LA" and promote the use of the Laotian Internet worldwide. The agreement further provides that Dot VN and VNNIC will cooperate to assist LANIC in developing an Internet management policy and provide operational training, a domain registration platform, a registrar network, a global marketing and promotion strategy, and world class infrastructure. The LANIC infrastructure will be developed based on best of breed technologies, including the use of Elliptical Mobile Solutions' Micro-Modular Data CenterTM equipment and E-Band Communication's E-Link 1000EXR millimeter wave radios for which Dot VN has secured distribution rights in the country of Laos.

Through this agreement, Dot VN has received final approval from VNNIC to move beyond the testing phase and begin implementation and commercialization of the parking page, which when deployed, will result in immediate increased revenues for Dot VN. Deployment is expected to occur within 30 to 60 days.

"With the exclusive rights granted by VNNIC, Dot VN is the only company in the world that is allowed by the Vietnamese government to commercialize the PPC parking page," said Dot VN CEO Thomas Johnson. "Considering that Vietnam is the second fastest growing economy in the world with a population of over 86 million people, we expect that the implementation of this parking page program will serve as the catalyst for a new wave of registrations in of '.vn' domain names by simplifying the registration process and lead to strong revenue growth for the Company based on this new product."

The Dot VN PPC parking page will be the one and only parking page Internet users will be directed to when typing URL (domain name) addresses that do not yet exist or have expired. From this page, users can either register the available URL through Dot VN's domain name registration service or click on one of the sponsor (advertising) links. With both options, Dot VN receives revenue, either from the sale of the domain registrations plus a commission from VNNIC or on a pay-per-click basis for sponsor links clicked on. Dot VN has identified leading technology partners which will assist in the marketing and operations of the PPC parking page.

Statistics on Vietnam's Internet growth underline the importance of the recent developments between VNNIC and Dot VN. The number of Internet users in Vietnam has grown exponentially. In 2000, there were 430,000 Internet users. As of April 2009, there were over 21,000,000 users, an increase of over 4,780 percent in just eight years. According to Saigon GP Daily (April 22, 2009), spending on online advertising in Vietnam is expected to be U.S. $45.4 million this year, a 20 percent increase year upon year. Revenues from online advertisements are expected to rise to U.S. $60 million by 2011, or a third higher than this year.

SAN DIEGO--(BUSINESS WIRE)--Dot VN, Inc., a Delaware corporation ("Dot VN" or the "Company") (www.DotVN.com), (Pink Sheets:DTVI - News), an Internet and Telecommunications Company and authorized global domain name registrar (www.VN) for the Country of Vietnam, announced today that it has signed Procedure Agreement with Vietnam Internet Network Information Center ("VNNIC") (www.VNNIC.net.VN) to design, develop and manage Internet Data Centers ("IDCs") throughout Vietnam.

Vietnam, with an estimated population of over 85 Million people, is the second fastest growing economy in the world and was recently accepted into the World Trade Organization ("WTO"). It is anticipated that Vietnam will be a full member of the WTO by January 11, 2007. Further, Vietnam has received full approval by the U.S. Congress for permanent normalized trading relations harkening a new era in US-Vietnam relations.

Since 2000, internet use in Vietnam has exploded from about 400,000 users to an estimated 16,000,000 users in 2006. SAN DIEGO--(BUSINESS WIRE)--Dot VN, Inc., a Delaware corporation ("Dot VN" or the "Company") (www.DotVN.com), (Pink Sheets:DTVI - News), an Internet and Telecommunications Company and authorized global domain name registrar (www.VN) for the Country of Vietnam, announced today that it has signed a Letter of Intent (the "LOI"), which contemplates a proposed merger, with Spot-On Networks, LLC, a Delaware limited liability company ("Spot-On"), an integrated Wi Fi voice, video and data provider based in the United States (the "Merger").

This non-binding LOI dated November 27, 2006 sets forth the principal terms for the proposed Merger by and among Spot-On, Dot VN, Inc., and a wholly-owned subsidiary of Dot VN, whereby all of the membership interests in Spot-On issued and outstanding would be exchanged for a combination of stock and warrants in Dot VN. Upon closing the Merger, Spot-On would be a wholly owned subsidiary of Dot VN.

Neither Spot-On nor Dot VN shall be obligated to consummate the proposed acquisition unless and until both parties have executed a definitive Merger Agreement, within sixty (60) days after the date of this LOI and further, the Merger is contingent upon, among other things, the acquisition of certain licensing agreements by Dot VN.
